Clark's New Town Center Zoning Approved, Now Wait Begins For a Developer

Clark Council approved the ordinance unanimously at its Monday meeting.

At Monday nights's Clark Council meeting, councilmembers voted unanimously to approve the zoning ordinance that will guide development of the town's newly rezoned Gypsum property. When asked to name some in this genre at the planning board meeting, the mayor mentioned a Men's Wearhouse or Home Goods. The plan is for one larger store (between 45,000 and 80,000 square feet). Clark Council to Vote on New Town Center Zoning & 2013 Budget Tonight

At tonight's Clark Council meeting, councilmembers will vote on the zoning ordinance that will guide development of the town's newly rezoned Gypsum property. The budget shows a 4.5-point tax increase, which equates to a $45 increase per $100,000 in home assessment. At council's first February meeting, they discussed a budget with a six-point increase, but Business Administrator John Laezza has since whittled the budget by a point and a half. At Monday night's Clark Council meeting, members introduced the zoning ordinance that will guide development on the town's newly rezoned Gypsum property. The town's recently approved rezoning, a plan prepared by Planner Kevin O'Brien of Shamrock Enterprises and Town Engineer Richard O'Connor, is for a new "Limited Commercial Industrial" district for the Gypsum property (which was previously zoned for industrial use) and the ShopRite side of Central Avenue from Raritan Road to the Parkway circle. What stores do you shop in that you'd love to have here in town? What restaurants do you think Clark could use?

Now that the Clark Planning Board approved rezoning the 28-acre former U.S. Gypsum paper plant to encourage development of a new town center, we are asking our readers: What would you like to see there? What stores do you shop in that you'd love to have here in town? What restaurants do you think Clark could use? What do you hope the property looks like? The mayor has suggested that the new town center will be home to a range of mid-size stores not currently available in Clark. UPDATED: Clark Says Yes to Plan for Town Center on Former Gypsum Site

The Clark Planning Board approved the new plan and rezoning at Tuesday night's special meeting.

At Tuesday night's special meeting, Clark Planning Board members unanimously approved a master plan revision that will rezone the 28-acre former U.S. Gypsum paper plant to encourage development of a new town center. The plan, prepared by Planner Kevin O'Brien of Shamrock Enterprises and Town Engineer Richard O'Connor, suggests a new "Limited Commercial Industrial" district for the Gypsum property (which is currently zoned for industrial use) and the ShopRite side of Central Avenue from Raritan Road to the Parkway circle. The vision presented in the plan is for a new town center – an environmentally friendly commercial center with retail and office space in "a park like setting with tree-lined streets" and with "a central architectural …

Mayor Responds to Gypsum Rezoning Criticism; Public Hearing Tonight at ALJ

Monday night's Clark Council meeting got heated when a resident took to the mic to argue against the town's proposed zoning change to the U.S. Gypsum property to encourage a new commercial town center. Bill Caruso, who previously questioned the rezoning at the planning board's March 7 meeting, stated his case again and asked several questions of the mayor and council regarding the proposed change and master plan reexamination. Caruso, a former Clark councilman and president of Clark Senior Housing, said he was representing concerns from residents in the second ward who have not heard from their councilman, Council President Pat O'Connor, on this matter. Several residents spoke out at the planning board's recent meeting to discuss the potential zoning change for the 28-acre property.

The Clark Planning Board met Thursday night to further discuss a planning report that suggested the town should rezone the 28-acre former U.S. Gypsum paper manufacturing plant on Raritan Road to encourage a new commercial town center. The board originally heard the proposal in February and will present it to the public in a meeting at 7:30 p.m. on March 19 in the Arthur L. Johnson auditorium. THE MAYOR LOVES TO GET PEOPLE IN THE COUNCIL MEETINGS BECAUSE THEY CAN ONLY SPEAK FOR TEN MUN. THEN AFTER THEY ARE DONE, HE TURNS INTO A JUNK YARD DOG AND ATTACTS THEM. The Clark Planning board will meet Thursday night to further dicuss a planning report that suggested the town should rezone the 28-acre former U.S. Gypsum paper manufacturing plant on Raritan Road to encourage a new commercial town center. Clark Planning Board to Discuss Master Plan Update, Gypsum Property Rezoning

Thursday's meeting begins at 7:30 p.m. in council chambers.

Clark's Planning Board will meet Thursday night at 7:30 p.m. in council chambers. On the agenda for Thursday's meeting is a discussion of a Master Plan update, which will likely involve Mayor Sal Bonaccorso's recent town survey regarding what should become of the former U.S. Gypsum factory property on Raritan Road. In December, Mayor Bonaccorso asked citizens to tell the township what they would like to see at the 28-acre site across from Hyatt Hills Golf Complex and Senorita's Mexican Grill. The mayor mailed a survey (see it below) to all residents, asking for their opinions on how the town should zone the property. The factory was built in 1947 and operated as a paper manufacturer until its shuttering in August 2009. It has been on the …
