Clark's 2013 Budget Increases Taxes $45 Per $100,000 in Home Assessment

Council unanimously approved the budget at this week's meeting.

At Monday night's Clark Council meeting, members voted to adopt the 2013 budget, which shows a 4.5-point tax increase or a $45 increase per $100,000 in home assessment. Mayor Sal Bonaccorso praised Business Administrator John Laezza's work on the budget and compared Clark to neighboring communities, noting that one charges residents $350 per child for summer recreation and another won't pick up residents' Christmas trees. He mentioned the budget shortfall in Linden and how they may have to lay off police and firefighters. Mayor Bonaccorso on Raritan Road Paving: 'This Has Been a Nightmare'

The mayor reported that the second half of the project (Raritan Road from Madison Hill Road to Lake Avenue) has now been rescheduled for the summer.

At Monday night's Clark Council meeting, Mayor Sal Bonaccorso addressed the Raritan Road paving project being done by the county, calling it "a nightmare" due to the traffic it has created and adding that the county "will never have my blessing again to pave a major artery in the community unless it's done in the summertime." Paving was supposed to be done on the entirety of the road from Osceola Church through Lake Avenue, but the mayor reported that the second half of the project (from Madison Hill Road to Lake Avenue) has now been rescheduled for the summer. Clark Council Introduces 2013 Budget With 4.5 Tax Point Increase

The budget is now down from a six-point increase discussed weeks ago.

At Tuesday night's Clark Council meeting, members voted to introduce the 2013 budget. The budget shows a 4.5-point tax increase, which equates to a $45 increase per $100,000 in home assessment. At council's first February meeting, they discussed a budget with a six-point increase, but Business Administrator John Laezza has since whittled the budget by a point and a half.  Last year's budget had only a two-point increase, while 2011's budget had an 8.6-point increase. The total amount to be raised by taxes (including the minimum library tax) for 2013 is $15,194,849 – an increase of $277,435 over last year. Clark Council's Tuesday Night Agenda: Introduction of the 2013 Budget

Clark council will meet tonight, Tuesday, Feb. 19 at 7:30 p.m. in Council Chambers above the police station. On the agenda is a resolution introducing the 2013 municipal budget. The preliminary 2013 budget currently shows a 4.4-point tax increase, which equates to a $44 increase per $100,000 in home assessment. Last year's budget had only a two-point increase, while 2011's budget had an 8.6-point increase. Business Administrator John Laezza told Patch this budget reflects $180,000 in emergency appropriations for Hurricane Sandy and a siginificant increase in paydown of the town's debt service, about $400,000 more than 2012. [VIDEO] Clark To Begin Crackdown on Residents Storing Disabled Vehicles

An investigation revealed 39 disabled vehicles being stored at 22 properties, said Clark BA John Laezza.

After investigating a complaint from a resident about disabled vehicles on a neighbor's property, Clark officials decided to take stock of what other residents were storing disable vehicles, which is a violation of town code.  At Monday night's Clark Council meeting, Business Administrator John Laezza said that police found 39 disabled vehicles – including vehicles with four flat tires, no license plates, rust and other offenses – on 22 properties in town. "Neighbors shouldn't have to live next to facilities like that," said Laezza. "We're going to go after them." It's about time they start enforcing some rules. The town is going to hell. Garbage cans all over the streets people leave them for days, my neighbor knocked down an old garage and was supposed to rebuild a new one, it's been two years and he uses a van at the back of his driveway for a garage.
